Yep, pretty much if you want to play it safe without having poor performance or breaking the bank, the main guidelines these days imo are to stick to DDR2 PC6400 RAM, Intel CPU (Dual Core for gaming Quad Core for everything else according to benchmarks), Nvidia Geforce 8800GT or better graphics card.
