Having only played around a total time on our server of 40/50 minutes he instantly regained all his gear in a 20 minute period (including a ghullie suit - that don't spawn ingame currently and aren't lootable from dead players, we're also talking NVG's/Rangefinders/as50's - all the rarest loot in the game). Thankfully he was such a bad shot we managed to kill him again and confirm it was him for a second time. After checking his loot - it was pretty much exactly the same loot of the time of killing him the first time:

We could give the guy the benefit of the doubt if he played on our server for a substantial amount of time - i.e might have had a camp etc with loot stored (tents are known to be buggy as hell) - but he simply hadn't.
We feel the above is sufficient evidence to justify the ban.
